John Loader Maffey, 1st Baron Rugby (1877-1969), Colonial administrator.

This is the study for two official portraits, for Government House, Peshawar, and Christ Church, Oxford. It captures something of the sensitivity to local situations, which was the hallmark of Maffey's career; he wears the ribbon of the Victorian Order, awarded in 1921.
